Cowley is a town in Big Horn County, Wyoming, United States. The population was 655 at the 2010 census.

The racial makeup of the town was 95.4% White, 0.5% Native American, 0.9% Asian, 2.1% from other races, and 1.1% from two or more races. Hispanic or Latino of any race were 4.0% of the population.
